The local farm is not accessible (SharePoint 2010)

I have just opened the SharePoint Management Shell on a WFE server to be presented with a message I haven’t seen before:

The local farm is not accessible. Cmdlets with FeatureDependencyId are not registered.

When searching for a solution to this the same two recommendations came up time and time again:

• Modify the shortcut to the SharePoint Management Shell to include the “-version 2” parameter
• Uninstall Microsoft Windows Management Framework

but neither of these worked for me.  Changing the shortcut had no effect and I didn’t have the Windows Management Framework installed.

So how did I fix this?  By disabling UAC!
