Configuration Failed – Failed to create the configuration database

I’m installing SharePoint Foundation 2013 for the first time on a clean Windows 2012 server and, until now, it was going well.  I have installed the prerequisites and SharePoint Foundation but the Configuration Wizard failed with this error: Failed to create the configuration database.

I don’t know why this failed but to fix it I manually created the configuration database using PSCONFIG with the SkipRegisterAsDistributedCacheHost parameter.  The command is as follows:

psconfig.exe -cmd Configdb create SkipRegisterAsDistributedCacheHost

I have run the Configuration Wizard again and it has completed successfully.
